"EU Open Source Strategy" - watch the numbers:

* the Chips Act 2.0 text contains zero mentions of open-source. The term "open foundry" means "production capacity [open] to unrelated undertakings".

* the Chips Act 2.0 Annex contains zero mentions of open-silicon, zero mentions of open PDK, two mentions of open-source EDA (next to onboarding "major EDA tool providers").

Why did you replace "demand" by "encourage" "to use and facilitate the reuse of open standards and components released under an open source licence" at last moment ? You completely weakened the purpose of it. And why did you limit it to cloud and AI software?

As a European citizen, what we are expecting is a strong "Public money, public code" base law without any (or almost no) exception.
You work with our money (taxes) for us, not for (american) corporate.
You, once more, missed to write history.

“We already know that the online ecosystem is porous, insecure and routinely subject to data breaches,” said Aaron Mackey, deputy legal director of the nonprofit Electronic Frontier Foundation. “So why would we, then, in the name of protecting people, create a whole other legal mandate that requires the collection and storage of even more personally identifying information that would be subject to either data thieves or data breaches?”
